Shri Rajeev Roy is a distinguished officer of the 1995 batch of the Indian Posts & Telecommunications Accounts and Finance Service (IP&TAFS), a Group ‘A’ Finance and Accounts Service under the Government of India. He brings over three decades of experience in managing complex finance portfolios across diverse government organisations.

He began his career in the Department of Telecommunications during a transformative phase of India’s telecom revolution. During his initial posting in Surat, he significantly strengthened the financial position of Surat Telecom by instituting a structured framework for the realisation of unrealised telecom revenue.

Subsequently, he played a pivotal role in modernising the finance and accounting systems of the Department of Posts during the ambitious and transformative “Project Arrow” initiative.

Shri Roy has also rendered valuable service outside his parent cadre, notably at the Tea Board of India and the Indian Council of Medical Research (ICMR). At the Tea Board of India, where he served as Financial Adviser and Chief Accounts Officer (FA&CAO), his diligent monitoring of the Special Purpose Tea Fund (SPTF) contributed significantly to strengthening India’s tea industry as a global competitor. More recently, as Senior Financial Advisor at ICMR, Shri Roy was a key member of the organisation’s core COVID-19 response team, which spearheaded the development programme for Covaxin.

A native of Patna, Shri Roy completed his schooling at Sir G.D. Pataliputra High School, Patna, and graduated with a Bachelor of Science degree in Geology from Patna Science College, Patna University. After joining the Civil Services, he has managed finance portfolios across diverse government entities, including various Departments, Public Sector Undertakings, Commodity Boards, and Autonomous Councils.

Shri Rajeev Roy assumed the role of Member (Finance) on the Prasar Bharati Board in January 2026.
