Shri Prithul Kumar is a senior civil servant currently serving as Joint Secretary in the Ministry of Information & Broadcasting and a Member of the Prasar Bharati Board. An officer of the Indian Railway Traffic Service (IRTS), he brings over 24 years of multifaceted administrative experience across the Government of India in infrastructure, mining, and the media & entertainment sectors.
A graduate in Civil Engineering from IIT Kanpur, he has held several key leadership positions across the Government of India. These include Joint Secretary in the Ministry of Information & Broadcasting, Member of the Prasar Bharati Board, Managing Director of the National Film Development Corporation (NFDC), Director (Mines) in the Ministry of Mines, and Executive Director (IT) in the Ministry of Railways.
Over the course of his career in the Ministry of Railways, he has handled diverse portfolios spanning Operations, Marketing, Infrastructure, Information Technology, and Safety, bringing a broad-based administrative and technical perspective to each assignment.
His contributions span major policy reforms, digitisation, international event leadership, and institutional restructuring.
In his current role, he has been instrumental in shaping the media, film, broadcasting & Live event policy landscape of the country. He has led landmark initiatives such as the amendment of the Cinematograph Act (2023) after four decades, launched India’s first accessibility guidelines for films, and spearheaded the establishment of the National Centre of Excellence for AVGC-XR.
He has successfully safeguarded India’s interests in an international arbitration, pioneered digital transformation in mining and railways, and received multiple awards for his leadership. He has also completed executive training at INSEAD, Duke University, and IIM Lucknow.
He has directed globally visible events such as IFFI, MIFF, WAVES, and Film Bazaar, and is currently driving initiatives like WAVES OTT and PB-SHABD & PB reforms.
He is currently also spearheading the Live Events Development Cell (LEDC), a joint working group of the Government & Industry, driving policy reforms, institutional coordination, and industry facilitation measures. Through this role, he is actively transforming the live events ecosystem in India—streamlining processes, strengthening stakeholder engagement, and fostering a more structured, transparent, and growth-oriented environment for the sector.
In free time, he likes to watch movies and play outdoor games like squash, badminton & cricket.
